Sri Lankan Realistic Front
Objective:- Developing the realistic political force compatible to our country. Though becoming independent in 1948 as a country and a nation, we have not yet acquired its real sense nor enjoyed its touch. The main reason is that, the two political parties which governed this country exchanging positions throughout the history, all other political parties which sought to take on power by influencing the two main parties, could not introduce a realistic political agenda compatible with the nation and work according to it. Therefore, as a nation we are lagging behind globally as well as among other Asiatic countries advancing in terms of development. Hence, we are deprived of the greatest power of sustainable economic strength which is essential for a country, a government, or a social constitution. Though many are available, one example is noted below.
Sri Lanka's per capita income in 1950 was 89 US dollars. It was 90 dollars in Japan and 30 dollars in Singapore then. In year 2000, After another 50 years passed, Sri Lanka's rate of growth has multiplied by 10 times resulting 881 US dollars. However, in Japan it has multiplied by 355 times resulting 32,000 US dollars, and in Singapore it has multiplied by 966 times resulting 29,000 US Dollars. This is the real face of the development within the past five decades.
But throughout the times, our politician still is incapable of shaking or rejecting the common and useless unjustifiable policies which have put the nation all over in debt. Accordingly, without providing simple and practical solutions to day to day challenges and crises the masses experience at ground level, adapting heavy and complex methodologies have made everything distorted. Moreover, by creating a competition capitalism is nourished instead of socialism, and democracy is being dragged to blazes. Nevertheless, incorporating bribery and corruption, it is clear that only massive projects are being initiated as usual. Hence our objective is, before starting such projects and create future expectations, adopting a practical approach to day by day resolve the challenges, crises, and various problems without further giving suffering to the masses; also we strive to establish democracy as well as socialism, and develop a country rich in various aspects for the next generation.
Hence, the Sri Lankan Realistic Front's only, ultimate, and pure objective is that working according to this truthful political agenda we have identified; resolving tons and tons of major challenges created in this small island of Sri Lanka despite having all resources necessary for the development of the country, and having ample population compared to those resources and land area, as well as various other crises, and succeeding the common challenge of establishing an optimistic successful state in our mother land, which is independent as well as sovereign and self-sustained.
Our Invitation:- is to all realistic intellectuals including honorable clergy, representing various fields and social layers educated or not, who could think and work innovatively; join us comrades. We shall understand this reality together as one; we shall without hesitation, fulfill our duty and responsibility for our nation and the next generations.
The founding of this organization and its current situation:- The founding of this organization was a collective idea of several impartial individuals with proper basic knowledge in politics, economy, and society, that strongly believe the continuous wrong political course of our country should be changed and should be replaced by a realistic alternative. Even this idea first came up about ten years ago. From that point onwards, this idea was discussed among us frequently and now we have also been able to arrive at a final conclusion. Thus we have been able to compile the realistic political agenda that is compatible with our country. Furthermore, we believe that this should be correctly revised further with the ideas and amendments of more and more intellectuals. Hence, it is only decided to activate this as a force and to legally register as a political party, while appointment of designations haven't been carried out in any form.
The Political Agenda of the Sri Lankan Realistic Front
Perspective: Being realistic, being truthful, being genuine if not seeing things according to the essence of the universal doctrine. Hence we see, during the past six decades, all leaders and governments functioned seeing ignorance as science if not seeing false as the true. Thus even at this moment what is happening in this country instead of good governance is that a very complex as well as confused political process. As a result and the final product we see that the country is now in a state of confusion and semi-anarchism. However, though alternatives should be discovered instead of this falsehood, we clearly see that the alternative groups who have come forward also have not been able to act realistically while our perspective lies in filling that vacuum if not transforming that worthless political process realistic one.
Basis: Unbiased Social Equality. Establishment of real democracy and socialism, through rejecting all divisions including divisions on race, castle, religion, and considering all citizens, made equally with bones, blood, flesh, and veins, as equal, and provide space for every one of them, while protecting their identity, to enjoy all their rights without infringement on another person or as a whole.
Basic Policy (State Policy): The five-faceted policy of impartially distributing national wealth, national resources, state service, state welfare, and constitutional power. (Within the concept of unitary state) the cabinet of our government will also operate according to this basic policy. A five-headed cabinet would be sufficient for this.
National Policy: Twenty national policies will be formulated covering 100% of the social layers, all fields of professions as well as the government and private sector; this would be carried out without infringement to the above stated basic policy. The work of the ministers of our government, would be limited to this 20 policies. Thus, we have understood the relevant 20 ministries would be sufficient to implement the policies, while as well as nourishing them.

The Three Structural Reforms: (These are yet in confusion)
1. Realistically separating the government sector and the private sector.
2. Realistically separating the state income and expenditure.
3. Realistically separating the needful and unnecessary regarding the country's development.
(More information on this three reforms is stated later)
Aim: Four main challenges stands before the nation. Our aim is to build a optimistic and successful nation by winning the challenges and also preventing various crises and problems that arise every day and every where.
The Four Main Challenges
1. The growing unemployment.
2. The declining economy.
3. Violation of human rights.
4. Arising social struggles.
The economy could be enriched by eliminating unemployment by 100%; human rights could be secured through enriching the economy as well as eliminating unemployment; thus, it is clear that the successful implementation of these three policies will eventually lead to elimination of social struggles. Furthermore, we have identified these as the four main challenges that any nation or community without good governance are bound to face. Moreover, we have realized that without winning these four challenges good governance could not be established within a nation. Winning these four main challenges would create the necessary environment to prevent various other crises and problems from arising.
(How we plan to win these four challenges are explained later.)
Practical Program
There are fifteen components to this program. Mere implementation of this program would be far more adequate to build the righteous country that we aspire. This program is simple and straight; it could be implemented without hassle and all components should be implemented simultaneously. Moreover, this could be regarded as a formula of 15 resolutions that can be incorporated to build the country. This practical program offers equal rights and benefits to peasants, workers and as well as manufacturers. The ordering of the 15 components itself is paves way to the development of the nation. This is the only program that provides a job according to the skills, develop skills according to the job, and win the above challenges and crises very easily.
This program is formulated to protect and nourish the worker, peasant, and manufacturer, who acts as the backbone of the nation's economy and is immensely important in building the economy. So, putting forward that goal all other components should be put in order. Placing the components in order paves way not only to achieve the above mentioned goal, but work according to the political agenda that we hope to introduce. Eventually, a self sustained, independent, optimistic, and successful nation would emerge. Only through this means we can establish democracy and socialism in our country.
We have realized that our country could not be developed in the future without implementing this program. For us, the past few decades which wore off with little or no success and future political perspectives of the modern-day politicians are far sufficient examples in these terms.
The fifteen-faceted program are as follows
1. An hour's pay of a worker would be Rs.250/- ( Rs.2000/- per day ) at present the wages rate is likely in the rang of between Rs.150/- and rs.1000/-
2. The salary and pension would be limited to a minimum of Rs.50,000/- and a maximum of Rs.120,000/- ( at present the salary rate is likely in the rang of between Rs. 11,750/- and Rs. 500,000/-)
3. Market values of all agrarian, livestock and fishery produce would be increased by three times (e.g. a Kilo of paddy would be Rs.100/- and a liter of milk Rs.140/-).
4. Increasing market value by two times of all produce of self-employment and industries (e.g. if the value of a coil of coir string is Rs.10/- it would be double to Rs.20/-)
5. Market values of all services, professions, and businesses of the private sector would be increased by 80%.
6. All local produce would be standardized. A local balanced diet would be introduced and consumption of local produce would be encouraged and trained.
7. Imports corresponding to local produced would be comparatively restrained and high-profit exports would be promoted.
8. All financial establishments would be placed under regulations of the Central Bank, and all payable and chargeable interest rates would be reduced to decimals.
9. For state income, a tax of 15% would be charged on all consumer goods and services continuously and without delay, charging taxes of 20% to 100% in five stages for the excess income (for each million Rupees) after releasing two million Rupees from the net annual per capita income, and charging additional taxes as needed on stamps, registrations, and licenses.
10. Charges would be incorporated, up to the break-even point, into all state services, to stop the dependency on government aid and to continually provide services with complete facilities.
11. Subsidies should not be given for essential import goods or raw materials such as fuel, gas, fertilizer, etc., and the necessary share of taxes should be charged by the state.
12. Stopping the importing of luxury goods and items, reduce taxes for essential goods and items which are not manufactured in our country, until the expected development goals have been met.
13. Temporary stopping large scale urban constructions and massive long term projects, until the prioritized rural development goals are met.
14. Stopping all subsidies such as janasaviya and samurdhiya, and providing 100% welfare.
15. Formulating new laws; implementing existing laws without interference; and not oppressing the people with harsh laws and regulations.
This is the most essential and qualitative program that should be incorporated by any country which hopes to establish good governance. Moreover, without implementing this policy (or alternative) we would not be able to establish good governance in our country or establish any other policy (or alternative) in future. This is the practical policy which shakes the familiar foundations which so far were drowning this country in chaos. In contrast to the useless policies which, over the years, took wrong as well as complicated and weighty decisions, this is the policy which posses very simple, straight, and friendly decisions. Confirming that is a very practical policy is also very easy.
This policy conforms with the essence of the dharma; it nourishes itself within it; it works for the well being of all peoples; it can be implemented without malice by the genuine politician. Only by this means democracy and socialism could be realized. Hence, these are the fundamentals for building a righteous country. This is the framework of the state-building mechanism. (But the political pledges and corresponding activities which we continuously saw over the decades are mere tinkering and a whitewash.
After building up this framework, the massive power resulting from it would enable the present-day politicians to realize their dreams as well as very easily fulfill their pledges. Thus shows clearly that this is not a whitewash; or else, not another tinkering compared to the existing framework. It is a simple program, yet one cannot think lightly of it because it is a program which is still very unfamiliar for us. There is much to think of it. As stated above, it is a formula; a sum which could be easily solved; a program that will stimulate employment for 100% of the labor force, with the majority of them having to work hard, i.e., without wasting time because of unemployment and unrest, workers could sell their labor for a higher price.
This program will stimulate jobs in the government and private sectors, and all professional fields, covering every social strata. It is the only program which could build an all-powerful state with the strength of a good private sector. Injustice, wastefulness, and corruption could be eliminated only in this way. Only through this way we can knock out the unfair multi-millionaires who not only exploit innocent people but who also major influence on the government sector. Through this assessment we can know our ultimate destination if this program be implemented. This is the real change that the masses wish for. Only through this means, we could flourish as a proud nation without any debts.
This fifteen components are bound together, and significantly, each component cannot be implemented individually. To get 100% results all components should be implemented simultaneously. However, one amendment could be done: i.e. in the first component, the daily wage of a worker could be reduced to Rs.500/- or increased up to Rs.10,000/-, hence, all components, mainly the second, third, fourth, and ninth components, should be amended in proportion to the first. This is why this program can be considered an equation. While steadfast implementing of this program could result in vast benefits amid globalization, the above mentioned limits are the most suitable for our country at present. Thus, it would be easy to build a stable state in a short time period of about two years, and advance on at a later stage.
Empirically, it is true that this program portrays a very high figure of cost of living. While the cost of living per capita is as that of mentioned, income per capita or the purchasing power will be twice of it. Ample information is available to testify it. According to the present value of the US dollar, after one year, within the first stage of transformation, our annual gross per capita income would exceed 7000 US dollars or Rs.750,000/-. Moreover, it could be guaranteed that this income would be distributed equally among a vast majority. This would prove to be an important characteristic of a developed country which defends democracy and socialism. At present, gross annual per capita in Sri Lanka is said to be more that 2000 US dollars. However, it is evident that more than 100,000 US Dollars is accumulated by a handful and some get even under 200 from it. Furthermore, the per capita foreign debt has exceeded 20,000 US dollars (Rs.200,000/-) by now, and it is obvious that it would escalate. Thus, it is not a aspect of a good economy, and not an aspect that should persist in a democratic and socialist country. It is a characteristic of a capitalist weak government.
This should be seen as a new practical concept of the constitution. This should be studied without skepticism. It is easy to understand that there is no inability or barrier in implementing this program. It is also easy to understand that all these 15 components could be implemented simultaneously. This fifteen faceted program is simple, straight, and friendly; it gives necessary values to the labor and efforts of people; it gives all professional fields and social strata their due appreciation. However, it is true that most of us do not have the freedom to decide, or at least think, that the daily wage of a worker is Rs.2000/- in these terms. This could be a question, not only to us, but also to the leaders who represented the workers and the proletariat. That is because we all are comparable to the Germans who got stuck in Gobble's theory. The everlasting sin of ours is that we still have not been able to go for such a change.
There are some matters that we should consider simple-minded, in developing the country. We should dispose parasitic expectations; we should strengthen domestic production; we should understand that boosting production could not be done with the sole use technology, but serious effort is essential, and for that a good value should be given for the labor. Furthermore, 100% of the country's labor force will get jobs locally; domestic production will increase and imports will reduced as the country's self-sustainability improves; the economy will be empowered; state income will be eared not created; all citizens will benefit equally from the solid economy; hence, righteous attitudes will nurture in people; a righteous society will benefit increasingly; so, human rights will not be violated, thus social struggle would not arise.
This is the ideal program that could dispose the impossible dream of reducing market prices, create a free citizen and a strong consumer who could bear up the implemented high market prices, and that could put an end to that everlasting inflation. This program that could put an end to the national and international debts, break free from the parasitic mentality while maintaining international policies, break free from the myth of reducing the budget deficit by printing currency notes, and also without taking the present constitution with executive presidential powers as an obstacle and supporting only the decisions of the program, build the country in a simple, straight and a most friendly way. In brief, this is the only political solution to discrimination on race, caste, religion, and wealth, which could put an end to the hatred and cater to all citizens and communities.
Hence, to create an optimistic successful country, these decisions should be implemented simultaneously and not individually. If there was some politician that could implement these policies at once, our country would have flourished about five decades ago. However, daydreaming and striving to implement policies individually caused the innocent majority of citizens of this country to pray for gods relief. It is clearly evident that we can build a solid and successful country, within a small period of about two years, making it self-sustaining and establishing good governance, by following this fifteen faceted practical program.
Pledge:- Acting ideologically, succeed in everything. Refraining from betraying or victimizing anyone. Creating a society which obeys the five percepts. Acting bravely and non-violently, refraining from mud slinging, posters, demonstrations, agitations, and struggles. Our constitution will be formulated according to these facts, and we accountably pledge to strengthen our organization, offering ranks representing the whole country without discrimination.
Trust: The two main political parties who governed the country rotating power, and all other forces who influenced the country's politics, lacked a realistic political agenda. All endeavored constitutions of the past six decades were failed. It is evident the usual politicians of our time would not be able to change the course of this. The inability is manifested in their usual and frequent contradictory statements about their future plans, or else pledges. This useless, customary methodologies should be disposed; only one methodology is applicable in terms of building the country; we have clearly identified that methodology; the identified methodology of ours is not an experiment; this is the ideal methodology for a country like ours which posses a legacy of agrarian and industrial development and seeks democracy and socialism. Furthermore, establishing democracy in other countries, which have muddles everything, could be done only by following this political agenda.
By working according to this realistic political agenda, we can enlighten the majority of helpless people who fall in behind the two main political currents which have been governing this country unrealistically; give a real alternative to the minority who are seeking an alternative with the other small political parties; gather around us, the silent intellectuals who reject all these parties; build a fair, optimistic, prosperous, solid, and successful country under the leadership of the Sri Lankan Realistic Front in a small period of time; and guarantee the protection of not only the nation and its next generations but even the natural environment including animals and waterways.
How the Sectional set of National Policies of the Sri Lankan Realistic Front are formulated
National Policies representing the government sector: State administration; basic tasks of supplying all services and infrastructure facilities; providing welfare; monitoring and protecting the private sector; maintaining international relations; and accumulating state income only through charging taxes and other fees.
State Administration Policy
What is state administration? Why it is needed? Why was it created in this world? We must search answers for this questions. Though superior in mind, man is also a specie. Thus, man is selfish just as animals. This is the nature of the human being. The common nature of the human is to surpass the other to get its work done. This natures differs according to one's level of intelligence and taste. But the majority is selfish. This selfish majority, if not subjected to some kind control, they eventually will get done their tasks surpassing others competing and working tactically just as barbarians. Ample example can be found regarding this. But among them we occasionally find generous altruistic people who have recognized humanity. It is them who should be the kings, social leaders, or politicians. State administration should be done by them. Hence, they are the ones who need a state administration policy. That is to carry on their task righteously. Thus, the basis and the essence of their task should be unbiased social equality. To act on this basis national wealth, national resources, state service, state welfare, and constitutional power should be distributed evenly. It should be the tradition as well as the ideal.Directing, controlling, and monitoring the state sector as well as the private sector for this task is the grave responsibility of the government. The state administration policy of a government formed by us, would be the strict practice of the political agenda formulated by us. It is obvious that this should be the basic essence of the administration policy of any government.
Education Services Policy
We observe that education be split in to two aspects. That is the mind-nourishing aspect and body-nourishing aspect. Education should not be regarded merely as a professional qualification. Education should aim at equally developing both the psychic and physical properties of humans, regarding that it is a right and fortune that could be enjoyed only by humans. The talents which developed in oneself in regard of a particular profession is considered a qualification. Thus, we formulate our educational policy considering that such a policy should essentially nurture the mind, body, talent, and skill. It is not a secret that any society has many talented and skillful people. Those talents and skills are essential for the development of a country. Dismissing any of these, a country cannot be developed. Our political agenda and as well as the fifteen faceted practical program identifies the importance of all those talents and skills. Thus, it is very easy to formulate our educational policy aiming to cater all professional fields.
We would not promote an education policy that will merely aim to achieve a technological revolution. We would not go for a transformation based on English language. Language is a medium; intellectuals are created only by using their mother tongue. We will formulate our educational policy giving Sinhala language the first place, Tamil language the second, and the English language the third; before advancing onto the world the local identities should be plentifully nurtured. Provisions and facilities will be given to teach the English language, considering it as a international language, to conquer the world and also to transmit our values to the world. However, to develop our social, cultural, and economic heritage of our country, our mother tongue will be given preference because we do not need a foreign language to learn our own things.
Thus, this national policy will be formulated to provide a creative and intelligent human being possessing with universal knowledge and various skills and talents.
We have clearly understood the reason for the prevailing confusion within the field of education. Endless physical and practical problems occur when entering kindergarten up to the university. Furthermore, education is not provided according to the student's talent. Students as well as parents do not tend to learn the subject which is most suitable for their talent. So, both the parties are restless, helpless, and uneasy. Without choosing the appropriate subject, students go in pursuit of pre-determined fields such as, medicine, engineering, law, management, administration, politics, and business, which have a higher social value.
The majority of students do not like to learn agricultural and industrial subjects. They are being strained to learn subjects that are inherent to them. Thus, it is not a secret that a majority of students get lost at the stage of higher education. Then they spend a lot of money and go to technical centers to twiddle with computers or follow courses aiming for foreign employment. But that too would not be inherent to them. Also, jobs in the above stated fields are also limited. Such jobs are created in useless business institutions such as share market, financial institutions, and insurance companies.
Eventually, helpless without employment, they become victims of alternative groups who call themselves liberators. Motivated by their guidance these individuals, becoming emotional, express their opposition to the unemployment by anti-state posters, demonstrations, and protests. Eventually, engaging in various struggles risking their lives, they become victims of unjust state repression. Failing to achieve their goals through these methods, they will eventually destroy all their expectations and their parent's. They will destroy their own lives and become orphans without employment according to their skills. They will not engage even in self employment in agriculture or other industries which have not being attributed the due importance. Finally, wasting their time and labor, they would end up in useless professions being three-wheeler drivers, roadside porridge sellers, middlemen, brokers, and thugs.
The reason for this is that , over the times, due values are not have being attributed to the peasants, workers, or architects and they are everlasting orphans. But we have understood the peasant, worker, and the architect is the backbone of the nation. Because our political agenda is based on socialism and democracy, based on the basic policy of equally distributing wealth, resources, services, welfare, and power, based on the fifteen faceted practical program which is similar to a formula, and because it could give equal status to all the professional fields and social layers, the educational policy would easily be formulated nurturing theoretically and practically.
To overcome this crises and problems, education will be developed entirely as a state service. All possibilities of selling education for profit will be eliminated. An eight hour school time table to give the maximum knowledge to the students. The morning would be allocated to develop the mind and the afternoon will be allocated for physical practical activities. A cup of tea in the morning and afternoon and a lunch with balanced nutrition will be provided, free of charge, for both the students as well as teachers. School uniforms also will be provided free of charge. The new timetable will be implemented to provide a fair and balanced education with complete knowledge and training saving students and innocent parents from the mafia of international schools, private schools, and tuition classes. Hence, we reject all forms of money making from education. We reject international schools as well as private universities. In lieu, we will provide all students with equal educational facilities. We consider the largest investment in the country should be into free education.
Teachers will not be appointed merely as a solution for unemployment, however, a disciplined generation of teachers will be produced. Teaching will be made a profession of the highest degree, with highest salaries and all privileges and values. All schools previously closed in the times of bad governance and as well as extra schools, will be opened and provided with all physical and human resources unsparingly. We will not turn our country into one with the worst schools in the world. All schools will brought under a single system comprising of primary, secondary, and higher levels and universities; a situation will be created that the village child attends only the village school. Hence, all facilities for higher education will be provided. We have clearly identified that a huge economic strength is needed to provide all these facilities as stated. But it is also clear that the treasury of our government will also be strong to cover up this expense.
We would not in anyway or the other, promote temporary remedies and various reforms, outside of our basic policy and this national policy, when the ministers are being changed. We will implement in this way according to our political agenda, the national policy of education to nurture positive thinking in the future generation, to build a righteous society, and to protect socialism and democracy in the country.
Health Services Policy
We believe that providing health services should be similar to providing education services as stated above. This is not only a service that should be provided by the state, but also a welfare. We should keep in mind that the patient is the most helpless person in the world at the given moment. Hence, this should not be a profit making business.
All infrastructure facilities will be distributed evenly across towns and villages throughout the country. We would not let people depend on insurance, personal, and presidential grants even in the event of a serious surgery. We will have our own health insurance policy. Furthermore, our health policy will develop both the western and national forms of medicine.
We will not import or store low quality drugs; ample drug stocks will be stored at hand; the field of health services would be strengthened. Doctors, nurses, and other health workers would be given due preference and privileges. Our government will be economically strong; our social environment will be positive without unrest; hence, a very pleasant and clean ecosystem. Thus, we would be able to prevent epidemics and day to day diseases resulting of uncleanness. Also, because of a majority of citizens who work unwearyingly, cleanly, and orderly, we would not have a overcrowded hospital system. Hence, and also because of our health services policy we will able to maintain a complete health service.
Insurance Services Policy
Insurance is protection and as well as welfare. Hence, an insurance service is needed only to support the people to stand upon their knees without aid and welfare. Also, insurance is nodded only when an individual, group, institution loses a means of livelihood, i.e. for protecting their consistency (consistency is the secret of inspiration and growth). It is the duty of the government to provide an insurance grant of 100%, in the event of a person or an institution becomes helpless. Thus, our insurance policy is that providing a 100% grant in the event of a death, injury, disease, loss of livelihood and etc.
We also believe that the courage, self confidence, and the confidence towards the government resulting from this insurance policy, will play a major role in terms of development. Complete insurance will create immense future expectations. Hence, our policy will not be to implement this insurance as a business. This services is one of the most valuable services that the government should provide. However, this service should neither be a loss-making nor a profit-making venture.
We know that this requires a large subsidize. This subsidize would be built from a fraction (about 1%) from the massive consumer turnover tax that the government would charge consistently and without delay. A citizen will start to receive the insurance cover from the moment of writing the certificate of birth. The occupation will be insured from the moment of the commencement of the occupation, by charging a membership free of 1% deducted from the salary. The business will be insured from the date of the business registration, by charging a fee of 1% along with the turnover tax. All machinery along with vehicles will be insured by charging an annual fee of 1% of the value, from the date of purchase. Agricultural ventures will be insured by charging a very low fee calculated according to the scale of the production. Industries will be insured by charging an annual tax of 1% calculated according to its scale and capacity. Self employment and small investment ventures will also be insured as above, by charging a tax of 1%.
A separate insurance policy will be implemented for agricultural and industrial ventures, so that the insurance grants will be covered by those institutions itself. No special and various insurance schemes will be allowed. No inequality or classification in insurance schemes would be allowed. Losses would be calculated on the spot and payments will be issued without delay.
This valuable service will not be used to make profits by croesuses or settle the annual budget deficit of the state. A fund will be maintained to settle the deficit, and all insurance institutions and branches will be administered only by the state sector through the treasury.
Financial Services Policy
All prevailing malfunctionary financial policies will be eliminated. Currency will only be printed according to the necessity of national productivity. No currency will be created artificially and the currency will not be devalued.
We know the real cause behind the currency in relation to the man and the world. Thus, currency is the yard stick and the common unit of valuing man's labor and production, of eliminating problems in the course of using and maintaining the reserves, and a means of lubrication of these processes. Currency will not be created or used, and financial institutions will not be guided away from this objective.
Commodities will not be overvalued or undervalued. Currency will not be created through gambling or by interest. Financial service will not be a means of generating profit for the private sector. All financial services and institutions will be controlled by the government. The government will formulate financial acts and they will be implemented by the central bank. All financial institutions will be subjected to those acts.
It is absolutely clear that an immense amount of capital is needed to provide the above stated state services. However, it is very much evident that our government, acting in accordance with our political agenda, will be strong to sustain the process. Hence, we have no uncertainty or groundless fear in our policies.
Policies for services provided jointly by the government and private sectors:-
Public Transport Services Policy
We accept the present mode of transportation in which the government and private sectors separately operate. However, do not accept the provisions of operation. Our transport policy is that, to provide at least a semi-luxury service. For that, we would not create a competition between the government and private sectors (we reject such competition as a whole). State and private sectors will be assigned separate tasks; salaries and transport fares will be designated collectively and fairly. It would be good for resolving the problems arising in this field. According to our political agenda, 100% of the work force will be employed; hence, people travelling uselessly will be reduced; wealth, resources, services, welfare and etc. will be distributed evenly according to the basic policy; people will not have to leave the village to get work done; thus, transport traffic will be reduced. Service charges will be increased du to the fifteen faceted program while the citizen will be financially strong and could easily sustain increasing services charges. Thus, maintaining this services according to our objectives would be very easy.
Everyone would be entitled to this complete service. Railway and bus services will be developed and expanded and brought to at least up to the semi-luxury level. It is an aspect of a democratic and as well as a socialist transport policy.
Postal, Mass Communication, and Telecommunication Services Policy
At this moment the government sector and the private sector is engaged in this field, in various appearances, very competitively, and making big profits and losses. This prevailing conditions will be changed to suit our nation and society in a very moral way, according to a standardized program within our political agenda. Right to communicate, to know, to express will be established with complete mass media freedom. This freedom will not be a one constrained by censorship and regulations, but a traditional freedom.
We know that there is an immense cost involved in providing and maintaining these services. However according to our political agenda, all citizens otherwise consumers will be rich in purchasing power. Hence, services will not be provided under welfare basis. By charging fair fees the government will get its strength. Thus, providing all services righteously and perfectly will not be a complicated task. According to our political agenda, we will have a state treasury with gigantic strength that could sustain the immense cost involved with providing these services. Having such a strong treasury, unfair taxes and charges would not be needed.
National Policies for the benefit of the Private Sector.
All businessmen including manufacturers, builders, traders comprising of farmers, fishermen, and workers, and other self-employees are considered the private sector. The below stated policies are formulated for the development for the nation through their wellbeing.
Agrarian Policy
Agriculture is the main sector which is inherent to our country and which could secure the nation's future. Agriculture is the main contributor in relation to food, clothing, and shelter, which are the basic necessities inherent to any society. Agriculture is split into three sectors: cultivation, livestock, and fisheries. These agricultural industries will be increasingly expanded and nurtured to accomplish the basic necessities, to get a maximum income through increasing national productivity, and to completely eliminate unemployment. The first thing to be done regarding this sector is that creating an environment in which the farmer, worker, landlord and as well as the service providers and middle producers are insured and nurtured.
However, in achieving this task, we do not accept providing subsidiaries such as fertilizers; hence, it would be a temporary patching. Also, such a method would not be a principle effort, but a general investment done temporarily. Thus, developing agriculture and building the country could not be done by such practices. The below stated policies are formulated o achieve our goals and objectives.
1. First of all, calculating the production capacity to cover up 100% of the national crop requirement.
2. Fulfilling all human and material resources needed to achieve the goals (we see that by now, natural and human resources are adequate but material resources are insufficient).
3. Clearly identifying the most suitable land areas, without conflict with other sectors.
4. Realistically evaluating the cost of labor, knowledge, and the value for the produce and preventing auctions and unstable fluctuation in prices according to the demand-supply law in the national and international market.
5. After fulfilling 100% of the national demand, advance on to export only if the labor value and commodity value is received.
6. Not importing goods that will be substitutes for nationally produced commodities; reducing taxes for agricultural equipment, seeds, pesticides, and fertilizers which are not produced locally.
7. Prioritizing achievement of crop production goals by natural pesticides in lieu of chemical fertilizers and pesticides.
8. Providing all infrastructure and technological facilities; implementing a agrarian bank system; and implementing an insurance scheme which provide 100% grants.
Introducing various kinds of models, overuse of advertising, and encouraging members of other professions to take on agriculture will not be entertained in any way. Such vicious activities will prevented and only members of the relevant sector will be insured.
Industrial Policy
The industrial policy will also be formulated in relation to the agricultural policy. This policy will be formulated to fulfill the national demands, prioritize exports of commodities which receive the correct value, to fulfill the human and material resources to achieve the production goals, and to standardize production and provide insurance.
The only-large scale concept will be discarded and attention will be given as much as possible to small and medium enterprises. Industries will not be placed in a way that the market, transportation, and freight facilities are limited to the capital city, other cities, airport, and harbor. Industries will be distributed throughout the country so that even the villages and rural areas will be illuminated. Also, when placing these industries, they would be situated in places not unfavorable to the industry as well as the environment. The new technological knowledge and specialist training will be provided considered as a state service and an infrastructure facility. A consolidated bank system and an insurance scheme with 100% grants will also be implemented.
Trade Policy
There are two segments of trade: local and foreign. We will protect both these sectors by satisfying the consumer and empowering the manufacturer. Our policy will not be satisfying only the consumer while undermining the manufacturer. We shall prevent making profits through trade superseding production sector, and also prevent the emergence of a large trading community over a wide range. We shall not calculate the nation's economy on the currency-creating share market, interest market, middle market, lottery market and etc. Such expansion of market economy is a undermining factor for a economy and would be eliminated.
All forms of advertising which undermines the sale of local produce and which mislead the consumer will be eradicated. Sale of commodities lacking appropriate standards will be stopped.
Housing Construction Policy
We strongly believe that all citizens should have their own home to live comfortably; besides they all should have their own piece of land. A good environment is also essential. Thus, our goal is to provide everyone with a piece of land to build a house. However, providing subsidies or constructing or donating houses for them is contradicts not only with our policy but even our political agenda. All citizens should live freely with self-confidence and pride; their homes should not be a subsidy or donation; they should build their own homes spending their own labor, time, and money. A nation without such personality, self-pride, and freedom is not a democratic and socialist country.
In the event of some construction in the government sector, the necessity, scale, and standard will be considered very attentively. Unnecessary constructions and constructions for future use will not be endorsed.
We will introduce ten models of houses, for construction by the private sector, according to the area, environments, necessity, and scale. Thus, from the time of implementation, houses will be constructed only according to these ten models. It is a real democratic and socialist attribute which such a country should have.
We believe that no democracy and socialism exist in a country where, one person is not able to build a house spending ten thousand rupees but another building the gates of the house spending over a million of rupees. Our policy will be implemented to control the mental stress of the people who have lost their personality, and to protect the national wealth that is being buried in the earth due to unnecessary construction, and also to minimize environmental pollution due to use of raw materials such as sand, mud, and limestone, and as well as forest destruction.
This housing and construction policy introduced by us will affect all constructions including housing in private sector, commercial buildings, and highways, flyovers, airports, harbors, and other constructions by state sector.
Other National Policies
Above stated are eleven simple, model, and sectional national policies. Furthermore, another nine important national policies will be formulated covering the state sector, private sector, various professional fields, and social layers. Future national policies will be formulated and amended with the agreement of the majority.
Good governance cannot be brought about without such a basic policy and sectional national policies. Implementing these policies will minimize huge costs spent for various projects and build a successful country with good governance.
The Three Main Structural Reforms done by the Sri Lankan Realistic Front
1. Realistically sectionalizing the government and private sectors.
The government sector is the one which administer the nation very well. The private sector in the one which is being controlled within this apparatus. Our first structural reform as well as our goal will be to make the government the controller and the private sector the controlled.
The government and the private sectors have set of separate duties and tasks. All administrative tasks, service and welfare tasks, infrastructure tasks, charging taxes, license fees, registration fees, stamp fees will be 100% attributed to the government sector; agricultural, industrial, construction, production, and trade tasks will be 100% attributed to the private sector.
We shall eliminate exploitation of people caused by attributing simple and straight tasks, which should be done by the government, to the private sector; and also eliminate the corruption and fraud caused by the government undertaking complicated and heavy tasks which should be undertaken by the private sector. Thus, because the tasks attributed to the government are very simple and straight, results will be effortless; and because the tasks attributed to the private sector are very complicated and heavy, the private sector will act responsibly and effortfully. Since the government will not engage in any profit making ventures, corruption and fraud will not occur; and since all profit making ventures will be assigned to the private sector the development goals of the government could easily be achieved.
2. Realistically Sectionalizing State income and Expenses.
The government should have a gigantic strength to protect the nation and its resources, and also to implement good governance. The government needs a good income and expenditure for this. The budget deficit should also be a surplus. We will promptly do it under our government.
We will not print currency notes to settle this deficit. We will not be indebted locally or internationally. We will not even request such assistance. We will not sell or mortgage state and national resources. We will start to pay off the debts we have taken as a nation. But we will not oppress any citizen. The budget deficit will be settled by 50% in the first year and by 100% by the second year. Also, by the third year we will compile an annual budget estimate. It is very much clear and certain that our political agenda is capable, from the first year of governance, to increase national productivity according to the production goals and manage the national economy without oppressing the masses.
Thus, 100% of the state income would be from taxes, license and registration fees, and stamp fees; and 100% of the state expenditure would be to administrative affairs, service providing, infrastructure facilities and welfare. The surplus of 100% which remains between the income and expenses would be used for settling the local and foreign debts and for the wellbeing of the future generations.
3. Realistically Sectionalizing the Useful and the Useless in terms of the Nation's Development
We will always consider the future well being and quality of the implemented policies. We will not engage in a profit making race. We have identified the useful and the useless in terms of development. We will entertain only righteous ventures such as agricultural and industrial products, similar trade ventures, and selected imports and exports. The myth of local and foreign credit, the injustice of charging interest, the burden of alcohol and cigarettes, the gambling of lotteries, racing, and casino will be rejected. Uncertain and parasitic industries such as foreign employment, foreign investors, and tourists will also be rejected.
We have even grossly calculated the benefits of the useful things and disadvantages of the useful things. Thus, our third structural reform will be, as stated above, to reject the useless and employ the useful.
How the Four Main Challenges of the Nation is Won.
To win these four challenges, the above stated policies should be implemented, the three reforms should be performed, and the fifteen faceted practical program should be implemented.
1. Unemployment.
The first challenge before a country or social institution lacking good governance is unemployment; and it is unemployment the first challenge that is won in a country or social institution with good governance. The meaning of eradicating unemployment is providing jobs for 100% of the work force; and the real meaning of eradicating unemployment in a democratic and socialist country is providing a job according to the skills which could be done with self confidence.
The workforce of a rapidly developing country increases the productivity of the country. Thus, we will locally provide jobs for 99% of this workforce, and eliminate slavery and dependency. Only 20% of the workforce would be allowed to provide mental labor. The rest of 80% will be put to production fields of physical labor. We consider the peasant, worker, coolie, carpenter, mason, technician, and also the sanitary worker equally as direct contributors to the nation's development. They all will receive an equal social appreciation and equal monetary value. Our fifteen faceted practical program would be giant strength regarding this.
We will easily eradicate unemployment by 100% to easily and rapidly transform our country into a self-sustaining country eliminating all obstacles to local production, reviving local production, and maintaining local productivity at a higher level.
2. Economy.
After eradicating the first challenge of unemployment by 100%, winning the challenge of a nation's economy would not be a heavy and complicated task. Moreover, building a good economy in a country without eradicating unemployment is only a dream.
Instead of sending the local worker abroad and making dollars, we will increase national productivity by employing the local worker locally. More than 90% of goods imported will be produced locally and highest value goods will be exported.
Since we reject the useless and employ the useful we will be able to create a good economy. We will not employ in any way credit, assistance, interest, alcoholism, gambling, and all forms of dependence into our development. We have identified such ventures would bring temporary uplifts but be disastrous in the long run.
It is against our policies to neglect the everyday hardships of the people and race behind large scale future development projects. We shall start small and medium enterprises and eradicate unemployment and lubricate the development of economy. We will develop a strong and righteous economy, and it is a attribute of our state (basic) policy to distribute the wealth evenly among the masses to make the economy more meaningful. We will definitely win the economic challenge through empowering the worker while rejecting accumulation of wealth and resources and wasting of time.
3. Human Rights.
It is widely accepted, in any social institution, that no one would poke into other people's wallet if they have a suitable job and a suitable salary. When we eradicate unemployment and develop the economy, people will get a decent pay and they will mind their own business. Eventually, unrest, jealousy, anger, and hate will disappear. Then all forms of divisions will cease. The real meaning of this is our society will transform into a righteous one without unrest. A society without human rights violations will emerge automatically.
4. Social Struggles.
A country lacking a political agenda as ours, will not be able to overcome the above stated three challenges. Such a society will full of unrest. Hence, people in unrest and without future expectations will tend to accumulate wealth and resources out of control thinking only of themselves. In the event of the government having no policy regarding this the responsible authorities are being silent (just as in our country). A limited segment of people with wealth and power control the government according to their want while majority of the masses suffer.
Amidst this suffering, divisions on race, religion, caste spring up; mistrust builds up. Various extremist come up to mislead and victimize the disturbed people; the extremists control the masses to their wants. Failing to explain social justice they create anti-state struggles. They seek socialism initially by posters, secondly by agitations, and thirdly by demonstrations; and the state without fair inquiry or justice oppress these people. Eventually, risking their lives, the oppressed people come onto guerilla and face to face struggle with the state. Hence, they are portrayed as social struggles. With the order of our political agenda the above stated three challenges will be won, and possibilities of challenges such as social struggles arising will be prevented.
Our political agenda will be formulated in this way. We very clearly see that there is no other alternative to this agenda in terms of building the country. But many will think acting in accordance to this political agenda is a dream not coming true: the reason is the lack of experience and familiarity with this kind of program. But no matter what, the necessary endeavors to build the country should be done in some way or the other. We appreciate the correct perspective of the minority than the wrong perspective of the majority. Thus, the responsibility of clarifying the right perspective to the majority is also entrusted to us. Until then achieving our goals would be difficult. However, we believe that, since a very intelligent people live our country, the challenge will be won very easily and quickly.
